I don't see this fan solution as useful to Intel processors since they have already implemented thermal sensor on CPU die that controls CPU fan speed and have extensively engineered heat sink materials.
AMD processors would benefit from this device since they are just 80 watt heat sources without thermal sensors awaiting to blow when CPU fan fails.
Open up a Centrino laptop and you can see a two piece heat sink assembly, one of a dense metal in direct contact with the processor and another one made out of Copper with fins that routes the heat away from area near CPU and directs the heat to an area near CPU fan.
Intel will replace venerable ATX chassis this year with something called BTX chassis. Even at 90 nm design process, we are going to see CPUs that draw over 100 watts.
