Even though I am not fluent in Hebrew (g) I get the feeling that you might want to see if some of the things about this cooling system may have borrowed from your ideas.
That link I sent you has a PCI card that supposedly regulates the amount of cooling to provide a floor of 25c and power draw up to 75 watts. It draws its power from an A/c wall plug connected directly to the card and powers up to 75 watts to the TE. Right now it seems that use is restricted to Pentium 4s with the full metal jacket. It now makes sense to me why they wouldn't offer it for Athlons with their small core chip size.
