A bipartisan commission issued a string of recommendations on death penalty reform in June, including an end to the execution of juvenile offenders and the mentally retarded. So far this year, five states have opted to exempt the mentally retarded from the death penalty. One of the few remaining holdouts is predictably Texas, where George Bush's replacement, governor Rick Perry, vetoed the relevant legislation.

But even in Texas, there are signs of change. Far fewer people are being sent for lethal injection than the days of Mr Bush's governorship (12 this year compared to a record 40 in 2000), and the state's court of criminal appeals took the legal profession by surprise two months ago by granting a stay of execution to Napoleon Beazley, sentenced to death for a murder committed when he was under 18.

But the Harris opinion poll contains a second, more conservative, message. As far as most Americans are concerned, miscarriages of justice do not invalidate the use of capital punishment. So the reformers hopes of chipping away at the death penalty by pointing out the flaws in the system are liable to backfire.

well whatever, but he is the acting president whether you or I or the rest of the world likes it or not

and he acted within presidential authority, period

if the decision is not liked by most, so be it

but the hatred and vitrial from most skew their judgement all IMHO

deal is this, I wont change anyones mind nor am I trying to

just trying to put forth a point of view that most that hate bush have there sense of right and wrong skewed

let me ask from those that think I am trying to condone Bush
and his actions, if what you say is true and 2 wrongs dont make a right, then put Scooter in Jail, and would like for all you to start a petition to recall and take back all the pardons of prior administrations and put those people back in jail, deal?

if its wrong NOW, it should be wrong then and corrected

point being you back seat drive here and arguing a mute point in terms of the past. You now have the luxury of prior events not being undone and taking a stand on that. Just dont wash

This hatred of 1 side or the other, PURE HATRED with passion has so blinded both sides to the degree of mistrust and loathing it reminds me of things I have read about race discrimination. The complete and utter hate because of a persons affiliation to a particular party or ideology is blinding such as was the racial problems of the past.

It mattered not about right and wrong, it mattered only about the color of 1's skin and therefore the allegiance was to race, not right or wrong and thus, IN MY OWN OPINION, such is the way of Dem/Rep politics of today.

Each side has so influenced the fear and hatred of the other side that a persons judgement has become jaded.

Now, for those of you who disagree so be it

carry on with your justifications and sense of right and wrong

find the way that will somehow bring a sense of truth to your little world if only by ommision. For you see I dont care what sense of right and wrong you use, dont care about your hate and your fabrications. All I care about is forming my own judgements and a sense of fair play.

Just remember, if you set the rules to this game dont be surprised when they come back to bite you in the ass and all those chickens come home to roost and poop right down your neck.

No need to answer me directly as I have come to see, AGAIN, that discussing anything with those that hate is pointless.

There is no discussing anything with those that hate on the right or the left, there is only thier sense of right or wrong
