E*Trade tried to get me to sell short and buy back too. Sounds crazy; I already own it (I think)!

I was told by etrade that until there is a cusip # and shares issued you are selling what you DON'T have, therefore selling it short. Why do think there is a pop around 13 days from any volume. Sure, many people are taking the gamble to sell this week, hence the price decrease, but let no shares get issued in 13 days and watch. With the TA not having confirmation of shares, we don't have anything.
