I think the company is controling the PPS by buy and selling shares and today the company is going to let it go up a little. JMO

If there was anyway to know who the buyer is, it could be blatantly obvious why the price doesn't move. But, we are the pawns...someone is the king. I bet it is no one on the boards. lol
