LOL, hows it going marketmann, Your taking what a few of your friends have said as

fact...SLJB did a smart thing back in 2003 by taking advantage of small business subsidy

offered by the govt. to increase employment of locals...No one with any credibility

suggested that they could not make payroll without it...

mm-maybe they felt it was their civic duty to help the lower unemployment rate in windsor and give a few good people a chance at a career. Wow - how dare they accept gratuitous compensation for helping the needy through training.

The program isn't to help Employers. The program is to help employees... Employers have to sign up for the program. Employers that did sign up for the program did so on their own out of good will from what I can gather from the CA gov't site about the program.
