I an agree with you that it is a positive thing (notice I said positive; I did not say good) if SEO is accruing shares "even in a behind the back scheme" because I see that as a sign that SEO still sees great value in our company's future. What I also see, however (and this is why I did not say "good"), manipulation to keep the price down (either by doing nothing or by more overt acts) and then accumulating the low-valued shares would verify that SEO is dishonest and unethical towards his trust as our company's CEO.
