Actually, I think he made the cookie jar; that is, this is another case of "The Mouse That Roared." His "program" was virtually zilch, as far as I can gather. What better way to "end" something that was never really begun besides getting paid for it by the Bush admin, which very much needs a nice demo of how "effective" their war policies have been? No one loses here, not even phantom suppliers of Libya's WMD program (since no one was supplying much anyway). Libya gets to "rejoin" the "legitimate" world of nations and probably will get some WH discresionary funds out of it, while the Bush admin gets to say look how persuasive our war has been, diplomacy would never have achieved this. Makes a nice paragraph in a speech defending their policies.
