Big Mur
I have a somewhat different opinion. (who would have guessed)
If the moderators were doing their job, the mod squad would not have to come in and do it for them. When the mod squad has to come in and remove 76% of the postings it is indicative of failure on a massive scale.
Worse is it when the leader of board moderators ignores multiple threats made against another poster and keeps moving right along and ignoring it, while posting right alongside.
When the "leader" ignores improper behaviour it sets an incorrect "acceptable" code of board conduct.
Then you have the obvious "Poster Bashes".
Then you have the "Nothing Posts"
At the end of the day, when someone else has to grab the broom out of your hands and do your job for you, it leaves a disproportionate number of posts that you don't want to see and thus becomes "unfair" and a "conspiracy" must be involved.
The only logical remedy to the situation is to put out QUALITY POSTS that are on topic and non abusive to other posters.
