Well you gotta get in line an wait until all the .0004s have been milked and then they will start on the .0003s from the last 3 months observations you will get them. UBSS isn't going to dump them all at once and destroy the bid that is what they are milking. They don't want to kill the cow, today anyway.
Just because there are shares being sold at 3 does not mean that anyone will be allowed to buy shares at 3. In fact it is the exact opposite. If you have shares you want to sell then 3 is the price, if you want to buy shares 4 is the price.
Until/if it down ticks to 3 on the ask there won't be any fills at .0003 IMO.
