You're misreading that paragraph. At that point in time, the TA was cutting the cert not verifying it.

and when the certs are deposited at the broker? the broker or the DTCC (doing their job) picks up the phone? calls the "contrived" T/A's office and gets a "bogus" verification because they have a dedicated phone for it?

this was obviously a long-term con-game...


that's the possible scenario i see....
