the answer is,..its a pinksheet. the powers that be can fool around all they want with what appears to be Buying and Selling and make one look like the other.
there are no rules that have to be adhered to, or at least that will be addressed, unless there is a class action brought against the company or MM's or transfer agent or any other entity that could/might be involoved in NSing.
