If Deloitte did more than summarize IP's news release it doesn't show.

They said:

• GuoAn Mine Safety Communication, a unit of Canada’s iPackets International
has received Chinese approval for its wireless mine safety software and equipment
system. It has leased land in Henan province to manufacture its equipment.

Only three errors here.
1. GuoAn is NOT a unit of IP
2. They have NOT received approval for anything except the formation of a JV.
3. They did NOT lease land, but had it given to them.

So much for the significance of the IP mention by Deloitte
