because by restricting buying, they don't have to worry about being held responsible for any additional bogus shares being exchanged. that is what. my goodness. it's not rocket science. if you put in an order to buy at this point, are you buying legal shares? NO, NO, NO!!! That is the reason the brokers are restricting buying. There is no conspiracy to keep you from making money. It is to protect themselves and you from owning anymore bogus shares, because if they were to do so now with having full knowledge of today's pr from the company, they are liable if you buy shares after the pr, because as brokers they have a fiduciary responsiblity to their customer to deliver good stock to the best of their ability to you. And, if the stock get's halted, you will have that much less invested in this crumby stock.
