The "Yes" part is that the word "crossbreeding" is incorrect
in that fully programmed androids delivered by the aliens
have been part of the human race for a very long long time.
The "No" part is quite straight forward:
While the governing body consist of one species of alien,
the aliens actually engaged with Earth is many.
The faction within the governing body against the actions
taken towards Earth had no say in the determination of such,
as they held no voting rights or veto power.
As for a time-table for a conclusion to occur, let it be said
that Earth's humans will become aware of the situation
at about the time they develope the technology to travel
as humans between any two points in their known universe
as easy and quickly as walking through a door.
As for conclusions stated in that article, its a sad case
to be made for the human mind to be so easy be molded
and turned pointed like a vector made by a child using
a simple piece of blank paper and drawing an arrow.
Mentioned in that article was the "noise" factor created
to mislead and draw attention etc. etc. for the purpose
of keeping the truth out there hidden or disguised.
Similar to a game of chess where moves made in the present
are calculations for moves to be made in the future,
the noise factor is a reverse of this strategy to affect
the sequence of moves already made in the past.
Few humans can deal with the noise method when more
than three levels are accomplished, and those that speak
of this can only speculate on its possibility.
