Don't forget that if they have more funds they can actually drill more new wells and more extensively rework old wells.
With some of the old wells they are actually using the equipment from 50-70 years ago -- sometimes the problem with the flow rate is ancient pipes, equipment, and technology which is not as good as today's in retrieving oil. The amount of oil in the well area might be great but not much is being produced via ancient technologies.
However, if they can get some small easy amounts of oil out of a well for a total rework cost of $500-$5000 right away that's what they are doing rather than going into debt sinking tens of thousands of dollars into wells immediately. These reworks are paid for in 30-90 days.
It's a gradual, virtually debt-free, and continuous process. As funds become available there will be more reworks, more drilling, and perhaps redrilling of old wells (or near them).
