Russia claims to be ahead of the United States in nuclear arms technology, however, in my opinion, the ultimate weapon on this planet is the KGB.
The Russians beat us to Electromagnetic pulse (EMP). Eploding a nuclear bomb in outerspce causes a huge blast of EMP. I believe this was in the sixties. At that time the Russian could have Disabled everything electronic anywhere in America coast to coast instantly. All electrical deviced disabled. All electronic media erased. People laughed at the Soviets for using MIGs while we had the F-15. The transistor devices in the f-15 at that time would have been taken out by an EMP blast rendering the f-15s useless. The "oldfashioned" tube technology of the MIG remained functional after an EMP blast. This window of oppourtunity for the Soviets lasted almost a decade. If they are ahead of us in nuclear capacity I would suspect EMP would be where they had the edge.
