I am in the group who assumes there will be a release, and then a secondary offering if there is a decision to steal more equity. Release and a few other steps like canceling the seniors, verfied cap rule change will allow for a much higher price (valuation) for the seconary offering. Release would show good faith in following through on the law, capitalism and would entice more to invest, and would drive a higher price essentially. the devil will be in the details in how they try to sell and explain a secondary offering. If the market see's it as unjustified or a pure money grab, they will not be able to pull in the big cash reward they are hoping for. If they construct some rationalized reason (better be dam good one) they can realize a solid gain possibly.
I do not believe in the IPO claims nor the soverign wealth fund claims, although you never know with Trump.
