Alberta has 5 refineries, but their total capacity is only 600K barrels/day.
The reason we don't build more, apart from a liberal government for the past 11 years, is we don't have the domestic demand, refineries are crazy expensive and no private Canadian company has been willing to take the risk, permitting takes forever in Canada and our biggest customer by far has the biggest and best refining capacity in the world and is happy to take our tar at a healthy discount.
