Or they cannot find an MM that is willing to sponsor AMFN and submit a Form 211 to FINRA. It's the MM that files the Form 211 and not the Issuer. If a MM suspects fraud, then they would likely have an issue, and that Form 10 is full of issues that a MM would spot immediately...
