You’re quoting general process service rules while ignoring federal service requirements.

When federal service applies, Rule 4(i) requires:
– U.S. Attorney
– Attorney General

The docket explicitly states both were NOT served.

That’s not opinion. That’s a recorded procedural failure.

If it didn’t matter, it wouldn’t be in the filing.
