Calabria followed the banking guidelines at the time to prevent release or at least fabricate a reason tied to a number from another authority. Don't expect this lowering of CRR for banks to create any freedom for the GSEs with an analogous eduction. Don't forget, the government does not know how to reduce and maybe simply refuses. That's why Musk ended up with a black eye and dealerships and cars attacked. Useful idiots providing muscle for the ever-growing swamp.
