Which begs the question: If it was so simple why has George not done it?
Maybe the violation notice of FINRA Rule 6490 comes into play? Even if George files might FINRA/the SEC still not recognize GVSI as a legit fully reporting company? Thus he would still have a worthless shell.
Using your friendly AI we find the following.

A company with a FINRA Rule 6490 violation notice may still be compliant with SEC reporting requirements, but it faces severe obstacles in executing corporate actions (like splits or name changes) and likely violates broader,, investor-protection-focused securities laws. A Rule 6490 violation indicates a deficiency in reporting corporate actions, which often triggers intensified, or "heightened," scrutiny from FINRA and potentially the SEC.

Key considerations regarding Rule 6490 violations and SEC compliance include:
Rule 6490 Scope: This rule governs how FINRA processes company-related actions (e.g., dividends, splits, name changes) for OTC-traded companies.
The "Deficiency" Link: If FINRA determines a,,Company-Related Action,,-is deficient under Rule 6490—often due to incomplete documentation or if the company is not current in its SEC reporting—it can refuse to process the action, www.securitieslawyer101.com.
SEC Consequences: While a Rule 6490 violation is a,,FINRA rule breach,,-not a direct violation of federal law, the underlying reasons for the violation (such as failing to report information) may violate SEC regulations.
Impact on Standing: A violation notice may indicate that the company is failing to maintain,,transparent reporting,,.

In summary, a company might technically be filing its mandatory, periodic, or,current SEC reports,,-but the Rule 6490 violation suggests a failure in,fundamental compliance obligations,,-which frequently impacts the company's status in the, broader financial market,,-and thus, the company is likely in jeopardy of,full, SEC compliance.

Everything you posted is true. We've all known this for years. Well, the smart traders/investors know how this works. The bashers are clueless.

It needs operations. It has a fresh start. Either an asset moves in here next, or a new custodian takes it over. Sharp is keenly aware that he can face charges by diluting shares without claiming anything on the books. Zero dilution here. Opposite happened, a share reduction.
