I thought the point of that quote was simply that the GOP's big legislative and propaganda push re electoral fraud is based on a lie. That lie that the magnitude of fraudulent voting has been big enough to affect the outcome of the election. The disinformation campaign to gain a material advantage would, i guess, be fraud in itself.
