SPS converted to Retained Earnings

Help Please

Is that a math calculation -- based on a sort of WHAT IF --- the current retained earnings was not "burdened" (reduced) by 72Billion ?

(I thought the SPS was 200-300 Billion when the LP growth (for cash kept) was included but people toss F2 and Fannie alone numbers to the point I get lost)
