What todays news actually means since as I already stated Route 32 is basically completed & open. Route 32 (San José - Limón) is Costa Rica’s main Caribbean corridor.The $550M+ Chinese-funded expansion project (CHEC) was substantially completed and opened in 2024–2025. That project expanded from 2 to 4 lanes in most sections. The project rebuilt bridges (caused some the delays) and interchanges. As parts of this involve mountains & parts being in the rain forest it also added flood control, drainage, and slope stabilization. Route 32 is now fully owned and operated by the Costa Rican state. It is not a concession and not privatized; so the national Route 32 highway itself is already finished and operational.

So what is this WRA / ECOX announcement actually about? This is about a separate, private concession initiative that uses the name Route 32 – San José Section to National Route 4 Interchange. That is not the main Route 32 highway project. It is a proposed private toll-road / logistics corridor enhancement that would run on or alongside parts of the Route 32 corridor under Costa Rica’s CNC concession framework.

One may think of it like this as the public highway is finished. WRA is trying to pitch a privately financed add-on corridor or concession overlay.What does this certification actually mean; well Constructora Hernán Solís (one of Costa Rica’s largest engineering firms) & is saying We created a set of engineering studies and designs for a private Route 32 concession concept. Those documents now belong exclusively to WRA for use in CNC concession filings. So in practical terms WRA now controls the Engineering studies, design plans, the pre-feasibility documentation, environmental and route concepts & traffic/logistics models. The aforementioned is only for a private concession proposal not the existing highway.

Now what this certification does NOT mean is that, Costa Rica is privatizing Route 32 nor has the government approved a new Route 32 project. That CNC has awarded a concession, construction is authorized, financing is approved, (again) any ministry has endorsed WRA. Nor has any toll road has been granted or any right-of-way has been approved.. It is simply a copyright and usage authorization letter..

Now one might ask why would this exist if Route 32 is already finished? Simple because Costa Rica still pursues private infrastructure overlays such as: (Dedicated freight corridors, logistics bypasses, dry canal connectors, Port-to-intermodal express routes, Toll express lanes we have one @ the tunnel before going over the mountain for years, & special economic zone connectors.) These are often built parallel to or integrated with existing highways.

WRA is trying to position itself for, a future toll concession, a logistics corridor, a freight optimization route & or a public-private partnership (PPP).
Now this was a nice announcement yet the purpose it seems due to the aforementioned facts are this is / was designed to create Investors enthusiasm shall we say. To also be used for project promoters & financing pitches. It does try to createt the appearance of Government alignment, a strategic national infrastructure role, & Regulatory traction.
Legally, it is onlly means “We own some engineering documents and can submit them to CNC.”
WRA is trying to Promote a new private concession concept, control the engineering IP behind it while attempting to pitch it as a national infrastructure initiative. While also attempting to use Route 32’s strategic importance for credibility. Bottom line @this stage, it is still just a proposal package, not a government-backed project.

Ministerio de Obras Públicas y Transportes (MOPT) / Consejo Nacional de Concesiones (CNC)
There is now an official record showing WRA Environmental Engineering Inc. engaged in a government concession process.
A published MOPT/CNC document records a concession submission for the Tren Huetar project made by a consortium that includes WRA Environmental Engineering Inc. and GYH South Investments S.A. under the concesión de obra pública con servicio público framework.
So, WRA Environmental Engineering, as part of a consortium, submitted a proposal that was accepted into the concession process for a national public work (Tren Huetar) & this appears in an official MOPT repository item, making it a legitimate ministerial record.
Do Note….This does not mean the project was awarded only that it was formally registered/accepted into process.

….as there still is (no other published reference from any ministerial in any Costa Rican ministerial news feeds (e.g., MOPT official website, municipal releases) with any mentions of WRA . So once again, except for my aforementioned reference) there are zero ministerial publishing’s
Now to consider the recent past releases what could be mistaken as a government mention (not a publishing of any approvals or even acceptance) is blown up to be something it’s not since I was first to report it. Especially considering some of those aforementioned corporate press releases about WRA’s efforts in Costa Rica include language about “working with local government bodies” but these are corporate press releases, not official ministerial announcements. Which in actuality means in any MOPT national news updates there is NO mention of WRA by name in any project announcements published on official pages.
As always there continue to be routine MOPT updates about Route 32 construction and closures, but none make reference to WRA or any WRA-linked tender/award. These updates include closures, interventions and stabilization efforts for RN32 initiated by MOPT and MINAE.
