You know what? After this recent approval; August, November, and all of the other targets might’ve been put out there to put pressure on the approving authorities. Not like they would listen, but it could’ve been the intent.
It seems weird that they either were dishonest or just kept getting it wrong so much over the years, but who knows. Only logical reason I can think
