Don't discount your thought. The TBTF's desires for takeover started in 2007-2008, at the time of the impending recession, and they whiffed that first pitch. As some erroneously think they did, they did not take their bat and go home. The pitch they whiffed was a first pitch. They have a couple of swings left. So, if the GSEs can be kept in limbo long enough, another recession will come along. Then, the TBTFs might hit that second pitch out of the park. If not, they will get a third swing at it in the distant future and the GSEs will still be encumbered.
