NEOM is developing the world's largest green hydrogen plant, a $8.4 billion project in the industrial city of Oxagon, designed to produce green hydrogen using renewable energy. The facility is a joint venture between NEOM, ACWA Power, and Air Products, aiming to produce up to 600 tonnes of carbon-free hydrogen daily by 2027, which will be converted to green ammonia for global export. The project integrates approximately 4 GW of solar and wind power to achieve its production goals, with construction reaching over 80% completion as of mid-2025.
Project details
Location: Oxagon, within the NEOM development in northwestern Saudi Arabia.
Partners: An equal joint venture between NEOM, ACWA Power, and Air Products.
Technology: It will use proven technologies for electrolysis, air separation, and ammonia production, powered by a combined 4 GW of renewable energy from solar and wind farms.
Production: The facility is designed to produce up to 600 tonnes of green hydrogen per day, which will be converted into up to 1.2 million tonnes of green ammonia per year.
Export: The green ammonia will be a cost-effective carrier for exporting hydrogen to global transportation and industrial markets.
Impact: The project is expected to reduce carbon emissions by about 5 million metric tonnes per year.
Project status and timeline
Financial Close: The project reached a landmark financial close of $8.4 billion in May 2023.
Construction: As of June-July 2025, construction had reached over 80% completion across all project sites, with key equipment already installed.
Commissioning: The project is expected to be commissioned in 2027.
