Unwinding all the lawless things that have been done by previous administrations (especially during Obama) is not easy. Judiciary also contributed its fair share to this lawless mess. Tsy and Fed bureaucrats will try to make it as difficult as possible.
If DJT listens to Tsy and Fed bureaucrats then it is never going to happen. DJT has to make bold decisions to resolve all the issues.
