After thinking a bit about what might be the motive for these slides, and the larger presentation from which they are a part of... My guess is that these are all part of the "IPO" presentation, designed to hype up the value of the GSEs in order to sell shares.
In my opinion, the IPO plan is already finalized and they are just waiting until the time is right. In the meantime, Trump apparently can't resist posting a few teasers here and there.
