The answer to my question

As of November 2025, Cipher Mining has secured significant committed and approved power capacity in Texas, with agreements totaling over 1.7 gigawatts (GW) for various data center projects. These commitments include partnerships with major technology companies and utility providers.

Key Texas projects include:
Colchis site (West Texas): A 1-gigawatt (GW) site being developed through a joint venture, with a fully executed Direct Connect Agreement with American Electric Power (AEP) for power availability targeted in 2028.

Barber Lake site (Colorado City): This site has a maximum gross capacity of 244 MW to support 168 MW of critical IT load. It is part of a 10-year hosting agreement for AI workloads with Fluidstack, backed by Google.

Unnamed Texas data center: A preliminary agreement with ENGIE North America allows Cipher to purchase up to 300 MW of clean energy from one of ENGIE's wind facilities.

Unnamed West Texas site: A 100 MW site, also known as Stingray, was acquired in November 2024. Power consumption is anticipated in the first half of 2026.

Amazon Web Services (AWS) lease: A 15-year lease provides 300 MW of AI infrastructure capacity, with deployment expected to begin in 2026.
