MS never says your computer won't run 11 flat out, they say it won't run optimally and don't want you complaining how faulty your computer is working.
One thing MS has hooked people into is online cloud updating now as well and making it extremely difficult to customize your own computer. It's mostly marketing of course and users are the marks.
