Just a wild guess but if they cant break ground until the ground thaws (April), and EXIM doesn't need a completed FS to loan (according to JS), maybe they would rather take their time to get all of the engineering correct before they start digging to avoid releasing a FS that may need to be revised for engineering later but before breaking ground and start boring. If that is the reason, I am ok with that since they are unlikely to commence construction of the mine until the ground thaws in April anyways. Only NioCorp knows for sure the actual reason but would not be surprised if that is the reason. My guess is they would also like to put out a series of major PR's coming out around the same time like release of FS followed by ground breaking ceremony announcement. Prior to those PR's and going forward I would expect a scandium off take PR, EXIM financing PR and hopefully drill results. JMO.
