Doing it the right way wold have officially given voice to where constitutional authority for the change lies. Trump avoided that.
Option two, the route TRexTrump took. Some see it as that he would bother, but it is not. It is one more insidious step in his always evermore King approach. Trump usurps congressional authority, just a fraction at a time. It's erosion of the constitutional three levels of government. Separate but equal. Trump eats away at it every day.
His taking of congress authority is serious, yet he is likely more moving toward his fall from grace. He's said before he is at war. His opponent is American democracy. He'd be willing to destroy it to live his kingship dream.
