It seems a non-obvious choice. The US has an extradition treaty with Columbia. If it's known where Foley is, they can just ask the Columbian authorities to go get him.
Can't imagine he'd be all that hard to find. I mean, he's a big, fat gringo, probably scraping out a living setting up people's internet, like shajandr recommended months ago.
