I believe there likely to be a long drawn out process of bantering back n forth with the SEC, providing documentation of activities, etc before any final decision and then from there likely appeal process, etc.. It would seem logical since the company is working with other government agencies (NIH) that the SEC sets some timetable to get current. Like if it not done within next 6 months the pressure is amped up a level.
The company says they have filings ready for accountants. So expedited process could ensue once funds in place.
