KBLB is going to be delivering samples (and not large quantities).

So what? Just from what we've seen they are not delivering a few threads for testing. The customer will undoubtably be making prototypes of some product they have in mind. It really does not matter if they meet your definition of "large quantities" whatever that is. The price jumped to 50 cents on the news of nothing more than an agreement with Polartec. Delivery to a well-known fashion house will surpass that easily.
