At the time of this publication, roughly, 1890 (?), Palestine was still part of the Ottoman Empire. So, no head of state or any sort of independent government, no actual borders. It was not a country, it's what's called an "area". You can visit "the Deep South" in America today but that doesn't make it a country, or like visiting the country of Puerto Rico.
