The govt claiming 79.9% ownership is nationalization, akin to socialization, which is why there will be decades of 5th amendment takings lawsuits if they exercise the warrant al all. But FnF can issue new shares to raise money to pay off the LP/SPS. Either way the govt gets paid but only one way avoids lawsuits.
