Why do you think Fannie and Freddie's charters are transferable?

I think that the charters are not something that can be transferred to another entity. It would require action by Congress, wouldn't it?

Why was Larry Fink on TV using the receivership word repeatedly right after the conservatorships were initiated? I can imagine buying the twins out of bankruptcy court would have been very attractive for the organization that could pull it off.
