To be fair, Blackrock is an assent manager. As such, they are obligated to buy assets that are part of the indices in which they mirror.
Those buys are essentially 'blind', meaning they aren't evaluated for profit/investment potential as a primary reason for purchase.
Atom's involvement (imo) is strictly due to its recent inclusion (again) back into the Russel index of which they were part of,
years ago, before they were dropped.
