Also describe the traits that mark most of the policy actions of Trump, the members of his administration and its supporters; traits which will likely negatively impact recovery efforts from the usually responsive FEMA.

Yeah..it's pretty appauling to do such given how and when such happened. There were flood warnings out all day and the nasty hit around 1:00 am.

"We have floods all the time. This is the most dangerous river valley in the United States, and we deal with floods on a regular basis. When it rains, we get water. We had no reason to believe that this was going to be anything like what's happened here, none whatsoever," he said.
