The employees @ the WMT supercenter in my area are taught not to engage with theft, only to observe, record, and report. The perp is being recorded by the selfcashout camera. When he exits the store he will be detained then arrested, until he leaves the store it's not theft . The moment he placed the first bag in the cart law enforcement was called by security while monitoring cameras . I'm familiar with store operations being an acquaintance of the store manager in my area. Also some employees now have cameras the size of a nickel on their vests. 🍷
