We are dealing with brilliant producers of delayed products that can't make a distribution explosion to the system. I have to at be somewhat confident that the systematic rules will be sufficient to the evaluation of a settlement that will legally sound to equate to $$$$ for a settlement. There are many eyes on this and the chance of not honoring that value would be dangerous and open up the media to corruption. Selling instuments at a 5% discount may be an alternative.
