It has been available to Vets since at least 1988 when I got a letter from the office of the US President that said I was eligible for VA health care as a recently discharged vet. I was in College so it came in quite handy as it is based on income and at that time was for me peanuts. My health care was free simply for serving 4 years active and 2 years inactive completing my contract honorably. That still holds today based on income and so for retirees it's awesome as well. I have had 1 hernia operation and 2 Colonoscopies for free. I also get check ups yearly which they push for and are pro active about it. It pays to keep your " customers" healthy. It got even better when they allowed us to go anywhere if a VA care center could not take care of us either due to distance or for whatever reason another hospital would be better. I was in a car accident a few years back. Ambulance took to a UH Hospital which is walking distance to the VA cause they had a better CT machine I guess...anyway that 10k day charge simply went straight to the VA. Of course the VA ended up paying about 1/2 that amount in the end but my cost? zero. The VA health care system has been awesome for me since 1988. Like it or not that is the deal for ALL Vets. I think it may have been different for Officers before though. Not sure as I was enlisted.
