the Housing "Executive Order" Pulte was referring to was actually a presidential memorandum Trump signed on January 22nd. The White House Fact Sheet is titled: President Donald J. Trump Delivers Emergency Price Relief for American Families to Defeat the Cost-of-Living Crisis.
It is NOT directed only at housing; It covers many different areas of cost concerns for Americans: regulations that increase applicance costs, healthcare costs, fuel and food costs, etc.There is nothing in it specific to the GSEs or the conservatorship, but the cost of housing, housing construction and supply concerns are mentioned as specific items for agencies to address.
Don't get caught up on Pulte's off-hand use of the term "executive order" ... this term is often used for a number of executive actions or tools the president has at his disposal such as proclamations, directives, memoranda (just an executive order by another name - more or less).

Eliminate counterproductive requirements raising the costs of home appliances;
Create employment opportunities for American workers including drawing discouraged workers into the labor force; and
Eliminate harmful, coercive “climate” policies driving up the costs of food and fuel.

Within 30 days of the date of this memorandum, the Assistant to the President for Economic Policy shall report to me and every 30 days thereafter, on the status of the implementation of this memorandum.
