I don't think it's necessary to submit filings that far back, since they filed a Form 15. They may just need these two annuals, the most recent year's quarterly reports and an attorney letter/supplemental info. I'm not completely sure though. This is just based on observations of some other non-SEC filers that have gone from Expert to Pink Current.
