Was k-mart, Blockbuster, RadioShack etc scams or just companies that ended up failing.
Investing has always been some win some lose.
Current this company is a failure, there is no argument there.
But with it Historty of working with government agencies for a long period of time and it's History of keeping partnership's even though they have a long track record of not delivering still gives one hope that it is not dead quite yet.
