That top right number has been stuck on 99+ since i can remember.

What do you mean by "top right"?

I have a suggestion. Ask Shelly or one of the geeks to clear your mailbox of everything: Mentions (you probably don't have any), PMs, and Public Posts. Then start out fresh. If something you don't understand, or think is "wrong" happens, take screenshots and write a post about it here.

Another just came in. 2..3..4.. ok, it stopped at 4 that time.

Now i'll check the mail, guessing 1 more has come in .. yep, one more from janice came in.

Hmmm... How many windows do your have open to IHub? Doesn't matter what pages they're on. Because you WILL get a notification of a new post from EVERY page you have open.
